The Tactical Operations Liability Training will focus on instructing tactical operators, commanders and law enforcement management on the legal standards applicable to tactical operation. The seminar focuses on legal analysis, guidance and interpretation of Use of Force law and its application across the country, with a specific analysis of current issues affecting Tactical Operations. The seminar will start with a review of use of force and municipal liability standards under the Federal Constitution in civil and criminal litigation. The program focuses on legal analysis of Supreme Court cases, analysis of 42 USC §1983 liability and its application to use of force incidents.
After a re-examination of the Constitutional standards and civil rights laws, the seminar focuses on the standards in place regarding the use of a tactical team. In general, it focuses on the decisions necessary by command staff in order to employ the use of a tactical team, and the standards in place which govern the force used by the tactical team during the operation. This includes use of force training techniques, proper policy standards, collection of evidence and implementing technology advances in use of force investigations.
The seminar is instructed by Attorney Eric Daigle, Executive Director of NETOA who specializes in defense and education of law enforcement use of force.
The September 9, 2010 seminar will begin with registration from 8:30 to 8:55 am. Training will be conducted from 9:00 am to 4:00 pm. The seminar will be held at the West Hartford Police Department, 103 Raymond Road, West Hartford, CT 06107
Tuition is $125 per student, and reduced tuition is offered to NETOA members at $75. Tuition must be prepaid. Tuition includes course material. Agencies may send a substitute attendee, and a full refund will be processed if an illness, injury or family emergency causes a cancellation.
